It all depends how you implement it but yes, it would have been wiser to let the server discard some of the ranges if needed and ask the client to do another request later.
My superior solution uses both Adblock Plus lists and Hosts lists. Basicly it a script that pulls several Adblock Plus and Hosts lists, mangles them and converts them to a format that SquidGuard can eat. My firewall redirects all HTTP traffic SquidGuard which then redirects all hits to a PHP page that checks for the mimetype of the offensive link and returns a clean tiny of same mimetype to my browser. This way the site thinks I've downloaded the ad, but it is never shown nor do I have to wait any longer than to get the headers of the ad. It also does some magic on known tracking urls and randomized the used IDs etc. I might have to do some tweaking in the future if enough ad services begin using HTTPS though it would only require me to add a cert to my machines and I could again tunnel the traffic throught SquidGuard.
In the past I used the HOSTS file method but there was couple sites it was problematic with and also it is so much easier to managed blocking from one server than from all my dozen or so computers.
Also how did they know that the users claiming to be women were actually women. How were the 18000 users selected? Perhaps the article does clarify these things but I'd rather sleep now than read it.
Maybe, but I just say that the iTunes Store is very limited atleast in Finland, it didn't even include the complite works of Mike and Sally Oldfield, Jarre, Vangelis and many other of my favorite artists. And ofcourse doesn't include any Japanese artists. Couple years back we had some (as in thousand or two) iTunes vouchers to spend (they were gonna expire the next day, leftovers from an advertising campaing) and I really really struggled to use all my 50-100 song vouchers.
Yeah, I tried Spotify and managed to find 5 songs I really liked. There was few songs to listen to if I allowed myself to listen to a-ok songs, like some of Pink Floyd's production. Japanese iTunes music store did have some songs I could listen to, but ofcourse I am not allowed to download those. I guess my music taste just isn't mainstream enough. That might explain why I only own total of 18 music CDs:)
The problem for me in this system is that iTunes music store doesn't seem to offer much of the music I like to listen to in their selection. And to make things worse, from all the music they have available, they only allow me to access a limited section based on the country I live in. I guess I'll keep downloading J-Pop/J-Rock until the silly copyright region enforcement is dropped.
The batteries are there just to power things while the diesel generators are being turned on, usually they are used just for some minutes. It is much easier to keep a diesel generator running for days or weeks than to use batteries for that, and diesel takes less room that batteries and can be easily refilled while the generators are running.
Tracking is not the same thing as checking your region with eg. geoip database. What the do-not-track does is to prevent companies from tracking your browsing from site to site etc. And they could always require you to create an account to use their content and check that you have a creditcard in US or something, like it is done currently on many sites.
I run my ADSL and VSDL modems in bridge mode and my ISPs give me max 5 IPs via each connection. And my WIFI router which gets one of those IPs does get a new MAC every night, thus it gets a new IP every night too.

Opera is cool, unfortunately it is currently broken on OSX, I cannot access any sites that have IPV6 AAAA-record cause Opera tries to use IPV6 even though I have disabled IPV6. Hoping that next version fixes this, I can stop launching Safari to access those few sites that won't open now on Opera.

Changing your MAC often (usually) gives you a different IP from your ISP, that is why I have a script that changes my router's MAC every night.
