When I first read the OP, I was confused as to why they would choose an 8 year time span from which to get their results... on a hunch, I checked to see when the ITMS started. Sure enough, 2003. Anyone want to bet that the company who performed this test stopped it 2 years early, so that their "results" wouldn't be skewed by the ITMS?
In other news, reports indicate that the China has far surpassed the US in terms of the number of households that contain "lungs."
These "lungs" are being used by the Chinese to breathe "air," and it is widely fear that the Chinese may very well breath more "air" than any other civilized nation on earth, followed closely by India.
