I can't see that as helping much...it would seem to me to open the gates for people to crawl through places like WhyNot.net and newsgroups watching for people to RFC their ideas, and patent them.

You mean excommunication? I'm not up to speed on the details of Christianity, but I don't know of anyone but the Catholic Church who has a mechanism for excommunicating members. Christianity is a fragmented religion with no corporeal governing body with that power.
As for athiests, they're frequently treated like anyone else. I should know, because I was one for a while.

For mostly permanent links, such as between planets and fixed-orbit relay stations, I'd think investment in better communications protocol would be useful.
The better the communications protocol, the cheaper it will be to maintain the connection, in power costs for transmission, slightly less-strict aiming requirements, etc. A good initial investment on protocol design can mean less investment is required in continual expenses.

Also, IE's frames printing functionality absolutely sucks. For a lot of the web-based applications here, you have to right-click on the frame you want in order to print it. You can't do that with word viewer, and it always gets loaded in a frame...

The atmosphere tends to absorb stuff with energy levels equal to or greater than X-rays. That even extends downwards a bit into UV.

I tried it...it runs under WINE, albiet not very well. (The font makes some stuff unreadable.)
