Which shows that if people want it, they'll get it. The WOSD only enriches the smugglers/pushers. For a criminal, more money can always be obtained by committing [more] crimes.

There's a mod player hack for the empeg. Could probably be adapted to the Central without too much trouble.
IIRC from previous comments on the empeg and Receiver BBS's, Dell had a lot to say in the design of the Receiver...
