But there you could enter your visa card, amount and everything, and have a visa number generated for you that you could use for your one-time purchase.
Especially neat if you are dealing with someone you don't completely and such

I think jammers are ok in certain places, but in others they are a threat to public, and your own safety.
Theoretical situation:
You are driving alone in your car with your cellphone jammer on and your cellphone in your pocket. You crash your car, but are stuck between something. You get to your phone, but find out there's no service? And your jammer is out of reach. This situation is a good possibility if you keep a jammer in your car, and could mean alot of trouble if you were driving somewhere where's there's not much traffic at the time your driving (5AM anyone), and then nobody could help you for several hours..
