"Tracking software embedded at the BIOS level"? Last I checked, those "tracking schemes" just force-fed Windows some driver/app at the BIOS level.
That is the 'consumer level' sort of protection. There is another level that is available to 'special customers', but i do agree that you wont see it on some cheapo school laptop.
True the OS will be at risk ( regardless of the OS ), but getting into the firmware ( TPM/DRM/Call for help ) will be much harder. Not impossible of course, but the people that can do that wont be stealing 400 dollar school laptops.

While it would be inconvenient, until you have years of endless dust storms the size of states that reach nearly from coast to coast, don't act like it was the end of the world.
Who wants to bet they will be in the domestic US in another year "for our protection"? And at 20k, its far enough that you will never know, but will still be close enough to read over your shoulder with ease.

No, this is the world we live in today and this 'dull stuff' will directly impact your ability to do the 'cool stuff' if its allowed to continue down this path.

Good luck with that. While its a great idea, you will find that this sort of 'indoctrination' is so pervasive its hard to completely isolate your children, if they associate with the rest of the world at all.

My netbook will boot from cd. Sure, its external but its still a cdrom drive.
