No it's not, it's a system design decision made to let the consumer use their product in a way they see fit. It's a lousy safety design only if you ASSume that the driver can't exercise self control and that the system will always be installed where the driver will be watching it.
This is why I don't have MobileMe for my iPhone, I just have enough sense to keep my phone in my pocket (the front pants), and not let it out of sight just like my wallet and other personal possessions.

That sounds like a technical problem that can be easily solved by the cell provider. I can find out how many minutes I've used as of right now, why would it be so difficult to restrict access to premium numbers based on the account type?
I would imagine it's like any other opt-in membership. You provide an email address, they send an email, you reply. Except you give the number to google, they give you a pin, then you make a call from that number to the Google line punch in the PIN. ???

What's a ton? My daily driver is cranking out about 400 HP. It came from the factory at around 325.
