    In Germany we started an grassroot movement to get Linux in the national parliament's administration. A strong media success by bundestux. Also Linux only was introduced on the server, the movement created some steps in the institution. Media coverage was overwhelming. Microsft paid a PR agency Hunzinger a (6 digit) payment for lobbying against Linux. However Hunzinger failed and caused German Minister of Defense Scharping and Green Party politician Oezdemir to go.

    KDE League is just an US organisation of the industry. KDE e.V. is a German Verein. Since most KDE developers are from europe they don't care about American business law na bureaucracy.

Nations cannot afford to act like those neutral nations 60 years ago, of whom Winston Churchill so acidly observed: "Each one hopes that if he feeds the crocodile enough, the crocodile will eat him last."
    So maybe USA will turn right wing. So it would be worse if an american company controlled the market. Europe cannot stop America in making continuos mistakes, but we can reject proprietary software in governmental use, for strategic reasons. In order to protect our security.
