It uses volumetric shadows for everything, completely ditching the previous lightmap system. It also uses per-pixel lighting with bump mapping (although the bump mapping part is easy once you have the lighting). AFAIK, Doom III will be the first original game to employ all these techniques at once.
But you're right - the article would have been more interesting if he'd made a point of the other technoligies which both Doom III and Tenebrae share.
You can download the source to WineX via CVS for free. The only other thing you get for paying is tech support (not a problem for most people), and the right to vote on what games should be supported in future versions.
