CDDB etc. use the track lengths etc. to work out which album it is but this information won't come along with the audio, so you'll need to post-process the ripping operation to look up the album and rename the files or you going to have 1.mp3 through 3000.mp3 which would be a PITA!
It won't make much difference whatever the punishment. Anonymity is very easy with viruses and finding out who wrote and/or released is the exception rather than the rule. There are some notable cases - Christopher Pile and David Smith for example - but they don't act as a detererent and the amount of damage (real or perceived) is greater than can be recovered from the defendent if found guilty.
Yes. There are some sites where this might make sense. Encyclopedia Britannica for one. The Oxford English dictionary for another.

Karma, in the current/. isn't really all that useful. You get a +1 at 26 and you need some to be eligible to moderate (I don't know how much).
Is posting at 2 useful or attractive?
I v.rarely post with the bonus (of course, I usually post crap which will be instantly modded down because of bonus abuse, but that's my problem).
And when reading I tend to look at the moderation description rather than the total score.

I realise it is not worth making a tradional book out of this stuff - why have 300 pages when you can have one which changes on demand - but there may be some cases where you want multiple sheets and if it's too thick it is going to encounter resistance from bibliophiles.
That's a pretty hard thing to define though.
You can't leave it broad (email addresses can't be read automatically from the web and stored in a database) because that will catch out google.
And you can't bring intent into it (email addresses can't be read automatically from the web and stored in a database with the intent to use them to mail crap to people) because the harvester itself doesn't have any intent and the person running the harvester may not have the intent to use the addresses for spamming; he may sell them to a spammer.
And it's hard to bring the human factor into it (you may not store an address from the web in a database) because that makes it illegal to someone to store my address in their mail client's address book
The more you narrow it down, the more ways around it you leave - it seems easier to legislate against the act that is causing the damage - the actual sending of the mail.
Your webpage->email address idea is a good one though for helping identifying the spammers
There's explorer.exe. It makes a main window with classname "ExploreWClass"
And there's iexplore.exe. It makes a main window with classname "IEFrame"
However each of these can host both sorts of control -
"SysListView32" for a view of disk and "Internet Explorer_Server" for the web. Obviously there's more going on behind the scenes, but there is seperate functionality that is visible through 2 (or more) host programs.
Another interesting (nearly) question... perhaps/. karma could be displayed in the same way? We all know that high karma means the comment poster is more trustworthy, therefore it will be so useful to know it.

All the web browser stuff is shared components - it's used by the help system and other things.
But it's not integrated with the O/S, and don't you forget it!

They're experimenting now with 40 and 270Mbps HDTV feeds.
