Assuming time travel is possible, it's impossible to alter the past.
Think of it this way, the way something happened, is the way it happened. If you travel back in time, then you're participating in events however, your paticipation would already have happened. Therefore, anything you've already done would already have happened.
Think of it this way. You couldn't go back in time and shoot Hilter before he got into power for the very simple reason that it didn't happen. Say you setup a sniper rifle on a building. You could try to fire but you'd either miss, the gun would jam, you'd get arrested, have a heart-attack etc. etc.
This isn't the universe trying to protect itself or any such mystical mumbo jumbo. It's just the simple fact that a thing didn't happen and your actions in trying to change the past are already part of history.
I'm afraid not. You see, out in space away from the earth there exists a near perfect vacum which would obviously make fans useless. Because of this vacum you certainly cannot dissipate heat into the atmosphere so to get rid of heat you need a large surface area which will radiate most of the heat away as infrared. A good way of doing this is a honeycomb structure.
So, if you're willing to have a really really big heatsink then you could run your overclocked chip but you'd better have pleanty of room:)

It's clear that what Microsoft is doing is securing markets outside of the first world nations by giving away much now and reaping the benefits later.
This makes perfect sense for Microsoft. After all, if they are forced to change Windows in the US marketplace you can bet that other contries which see IT as a way to improve their economic conditions and will gladly jump at the chance for some 'free' software from Microsoft will not sue them later for monopolistic practices.
It also seems that these contries which are developing fast are almost dazzled by the Microsoft marketing and spin machine and don't realise the long term consequences of their actions.
I suspect this is a slightly larger symptom of the same problem that some companies face. The high level executives are dazzled and wooed by Microsoft and the order goes out to use only Microsoft products.
Also, don't forget that Vicente Fox has promised this will be complete by the end of his term in office and Microsoft proably swore that it would be done in time.
If it gets a downlink from a ship in it's taskforce then surely the whole idea is pointless? You've got a ship sitting there which radar cannot see and right next to it you've got another ship blasting away with it's radar!
I doubt very much you could hide an entire task force from radar for very long.
