I was comparing PHP with CGI. Not PHP with perl. I call several perl scripts from within my PHP programs using exec() and passthru() which are IMHO more stable and secure than the CGI layer.
if they are using nt servers they are most likely using IIS. Perl runs through CGI on IIS. there is no mod_perl for IIS. so therefore when you ask if thier system is using perl, it makes very much sense for him to say "We're not using CGI anymore"(if they used perl before they were using CGI) We have moved to PHP (on IIS you can run PHP in 2 modes. CGI mode, (crappy) or ISAPI mode).

The wording is a little off. You can't exceed a bandwidth cap. you CAN exceed a monthy transfer limit unless they implement some hard limit.
Some ISPs in Europe do this by giving you 2mbps download speed and a limited amount of transfer (like 1-5GB) and if you transfer more than that in your billing period they throttle the download speed down to 56kbps until the next billing period starts.
well, there are applications such as ex2explore that let you write, read, change attributes, etc, from ext2 partitons. the application is pretty small (i think around 85k) and the source code is available. seeing how the stupid klez attachments that get mailed to me several times a day are around 150k, i could see a small virus with this ext2 code in it spreading quite easily.
copy & paste between applications... install just about any program with a friendly looking installer instead of "apt-get install appname", "rpm -ihv appname", or "tar zxvf appname; cd appname;./configure; make; make install" ?
I could... make my emacs mail mode invulnerable to the virus after about 10 minutes of coding, and without having to recompile anything.
and in windows i could tick off a checkbox that allows automatic scripting. Does that mean everyone does it? of course not. and if you think people are going to want to write code to fix thier email virus vulnerabilities you have been smoking too much crack lately, my friend.
what games are you playing that do not require you play with the cd in the drive. it has been standard practice for quite a while now. and you must not be much of a gamer, because most gamers would be dismayed about the dongle, but would use it anyway. much the same as gamers showed alot of backlash about cd-keys. Now cd-keys are standard practice as well, and not much backlash anymore. a game with a dongle would end up being the same way. just because it would not fly with you does not mean it would not fly with the average joe that walks into the game shop and is impressed by the screenshots.
while i have never had a problem with camping in the traditional sense, spawn camping (waiting at the opponen'ts respawn point to snipe them upon thier entry or reentry after death) is another matter altogether. It's not cheating in my opinion, however it is pretty cheap

those figures are a bit misleading. in the denver/boulder area for example there are 3 counties i can think of. Jefferson county, boulder county, and gilpin county. while PARTS of these counties touch urban areas, the bulk of all 3 is mainly rural areas.
it seems really cool, and the article is a little light on details, however they say it covers words and phrases that would be good for travellers. I imagine that this uses the same type of thing that phone systems do, like "press or say 1 to talk to sales" that sort of thing. more audio pattern recognition. I can't wait until it can be used for more stuff such as business meetings, casual conversations and stuff...

php has better (read: more secure) ways to do calculations using outside programs outside of the cgi layer.

Last time I checked, unless I am root, I could not change, or over-write any setuid root app on my box. And this is how it's been for a long time.
however you CAN overflow them and send executable code through that DOES run as root.

it is the software's problem if the develops the app in such a way that it can only be run by the administrative user.
the average consumer is not going to notice the thing has a dongle until he opens the box once he already has the thing at home.
