However the article goes on to propose better math and science preparation at the secondary level, not the post secondary level. This seems to imply a supply issue at post secondary entry, not a quality issue within the post secondary system.
The article also fails to mention that the stronger math and science prerequisist are included in the EE degree which is where most technically prepared undergradutates are funneled.
Maybe this argument would be bettered framed if viewed from an issue of what constitutes a "computer science" degree. Is it an EE degree, with a CS minor, or a CS degree which can be a broad collection of academic abuses?

I don't understand your concern. You donated your intelectual property to society. Why are you apparenlty concerned about either the stupidity of the buyer or the profit someone else is deriving from your labors? The actions of the individual profiting from your works may well be fraudulent but the outrage should belong to the buyers and be directed inward when they realize that they could have gained the same end, for free, with a little effort and research.

If all take a moment to read any of the 3 articles published today reporting the conferees agreement, it should be clear that the agreement does not prohibit surveillance of electronic communication between US citizens.
The agreement addresses the use of the data collected in prosecuting citizens and includes congressional oversight of further funding and reasearch but does not prohibit the evesdropping.
Take a look at the proposed route and even an American third grader realizes that the high speed is wasted on a route that has stops every 25 miles.The longest leg is only 95 miles.
The route structure leaves the automobile king and the result will be a public monies black hole that benefits only the contractors.
As a comparison an automobile can beat a small, general aviation aircraft from airport ramp to airport ramp if the distance between airports is less than 60 nautical miles.

The process took two, yes two, days over 56k. The initial install goes no better or no worse than Linux but then you start down the trail of SPs and security patches and 12 hours later you have a "sercure" platform.
Installing W2k should not be attempted by the faint of heart, those easily bored, or those without, at a minimum, a T1 connect.
