I think the better term for this is Mercantilism, which is pretty much what Adam Smith argued against in The Wealth of Nations. The government makes laws & regulations which appear to be for the purpose of protecting consumers, but actually make it more difficult for other actors to enter the market, thereby reducing freedom of economic choices.
I ran into, along with some friends unskippable commercials that are ~30-seconds long in the past couple months.
I ran into an unskippable Squatty Potty ad on YouTube about a month back. What was particularly annoying was the fact that the video I wanted to watch was only about 30 seconds long, but the ad is nearly 3 minutes long.
So unless it is some seriously high member of Gov, this is absolute irrelevant information and to me that means that the rest is likely also irrelevant information.
I think the significance goes back to the Ashley Madison hack, where it could be shown that it was married people looking for affairs. People on a dating site may or may not be married, so the potential for blackmail is probably greatly reduced.
There might also be strange coincidences, like a bunch of universal constants that just happen to create a stable universe instead of one that collapses or explodes before anything interesting happens. Or seemingly arbitrary rules such as a constant speed of propagation for light.
Wouldn't the simulating universe also need these to make a simulation of another universe possible?

No, he's not making the case that the 4th Amendment is outdated. Laws can easily be changed, and should if they no longer meet the goals they are supposed to. Amendments take considerably more effort, which is a good thing.
