WASHINGTON, Feb. 26 -- Senate opponents of campaign finance reform effectively threw in the towel Tuesday, saying they would not stand in the way of a final vote on the measure. Republican leader Trent Lott conceded that the heart of the bill would pass, saying, "Now, it's a question of exactly how or when, and we're trying to find the best way to get that accomplished."
"WE'RE NOT LOOKING for confrontation here," said Lott, R-Miss., an opponent of the House-passed bill that would ban unregulated donations by corporations, unions and individuals to national political parties. "We're looking for results."
The comments by Lott signaled Republican recognition that supporters had the 60 votes they would need to cut off a Republican filibuster on the bill, which represents the most sweeping change in fund-raising laws since the mid-1970s.
Lott would not completely rule out launching a filibuster, but he said it was clear that the bill's core elements would be approved and sent to President Bush for his probable signature. He said his goal now was to complete work on the bill quickly, perhaps as early as this week, so the Senate could move on to major energy legislation.
Sen. Mitch McConnell, R-Ky., the bill's leading opponent, told his colleagues on the Senate floor Tuesday that he was ready to reach an agreement on how to complete the bill "in an orderly fashion."
Sen. John McCain, R-Ariz., the bill's co-sponsor, declared Tuesday that the opposition had run out of steam. "The game is up," said McCain, who said McConnell had asked for a meeting Wednesday to discuss how to avoid a long Senate battle and let the measure come up for final debate.
"He expressed some optimism that perhaps we can come to some agreement," McCain told reporters. "I believe most of the opponents of the bill would like to see it disposed of."
NELSON TIPS THE TABLE
The Senate voted 59-41 last last April for legislation that would ban the hundreds of millions of dollars in unregulated "soft money" given to parties. It would also prohibit, in the final 30 days of a primary or 60 days before a general election, the use of soft money to finance some "issue ads" that are in reality aimed at either endorsing or attacking a candidate.
The House, led by Reps. Christopher Shays, R-Conn., and Martin Meehan, D-Mass., passed very similar legislation by a 240-189 vote earlier this month. Supporters are seeking quick Senate passage of the House bill so it can go directly to Bush, who is expected to sign it.
Sen. Ben Nelson of Nebraska, one of three Democrats to vote against the bill last April, would vote this time to stop a filibuster, his office said Tuesday.
Combined with recent promises of support from Sens. Ernest Hollings, D-S.C., and Gordon Smith, R-Ore., who had backed filibusters in the past, Nelson's pledge would give supporters of the measure at least 61 votes to quash a filibuster. Nelson's office said he still opposed the bill itself.
"It sounds like we may be moving toward a resolution of the campaign finance issue without a filibuster on the floor of the Senate," said Sen. Russell Feingold, D-Wis., McCain's co-sponsor.

DASCHLE: NO AMENDMENTS
Passage of the bill would hand a major victory to Senate Majority Leader Tom Daschle, D-S.D., a potential candidate for the 2004 Democratic presidential nomination. Daschle has insisted that the Senate would pass the bill without any amendments that would open the door to negotiations with the House in a conference committee where opponents would get another chance to scuttle it.
"There will be no amendments," Daschle told reporters again Tuesday. "This will happen. This is going to be the year we pass strong campaign reform and put the reins of government back in the hands of all people."

Federal law imposes these limits on political contributions by individuals:
$1,000 for the primary election and $1,000 for the general election to each candidate for federal office.
$5,000 per year to a political action committee (PAC).
$20,000 per year to a national party committee.
No limit on "soft money" contributions for party-building and get-out-the-vote efforts, but the amount of donation must be disclosed to Federal Election Commission.
Corporations and labor unions are forbidden to donate directly to a candidate, but may form political action committees which can donate $5,000 per election to a candidate.

I had the natural hat trick late last week. While I would enjoy receiving the honor yet again I have some stuff to do this afternoon. I fear my prior engagements may stop that from happening today.

Baha Fresh. The food there is really tasty although it could be considered overpriced. It does give me a chance to get the hell out of this office for a little while - but of course with leaving the office comes the problem of leaving the mindset of trolling and crapflooding. So instead I incite controversy at the places I visit when I'm not on slashdot.
For example, just last week I took up part of a busy intersection distributing handbills about Jon Katz and his love for a certain 11 year-old's O-Ring (that's the asshole, kiddies). It went over really well and I think I convinced the FBI to look into the organization that employs such a sick and twisted ass pirate as Jon Katz.

WASHINGTON, Feb. 26 -- Senate opponents of campaign finance reform effectively threw in the towel Tuesday, saying they would not stand in the way of a final vote on the measure. Republican leader Trent Lott conceded that the heart of the bill would pass, saying, "Now, it's a question of exactly how or when, and we're trying to find the best way to get that accomplished."
"WE'RE NOT LOOKING for confrontation here," said Lott, R-Miss., an opponent of the House-passed bill that would ban unregulated donations by corporations, unions and individuals to national political parties. "We're looking for results."
The comments by Lott signaled Republican recognition that supporters had the 60 votes they would need to cut off a Republican filibuster on the bill, which represents the most sweeping change in fund-raising laws since the mid-1970s.
Lott would not completely rule out launching a filibuster, but he said it was clear that the bill's core elements would be approved and sent to President Bush for his probable signature. He said his goal now was to complete work on the bill quickly, perhaps as early as this week, so the Senate could move on to major energy legislation.
Sen. Mitch McConnell, R-Ky., the bill's leading opponent, told his colleagues on the Senate floor Tuesday that he was ready to reach an agreement on how to complete the bill "in an orderly fashion."
Sen. John McCain, R-Ariz., the bill's co-sponsor, declared Tuesday that the opposition had run out of steam. "The game is up," said McCain, who said McConnell had asked for a meeting Wednesday to discuss how to avoid a long Senate battle and let the measure come up for final debate.
"He expressed some optimism that perhaps we can come to some agreement," McCain told reporters. "I believe most of the opponents of the bill would like to see it disposed of."

The Senate voted 59-41 last last April for legislation that would ban the hundreds of millions of dollars in unregulated "soft money" given to parties. It would also prohibit, in the final 30 days of a primary or 60 days before a general election, the use of soft money to finance some "issue ads" that are in reality aimed at either endorsing or attacking a candidate.
The House, led by Reps. Christopher Shays, R-Conn., and Martin Meehan, D-Mass., passed very similar legislation by a 240-189 vote earlier this month. Supporters are seeking quick Senate passage of the House bill so it can go directly to Bush, who is expected to sign it.
Sen. Ben Nelson of Nebraska, one of three Democrats to vote against the bill last April, would vote this time to stop a filibuster, his office said Tuesday.
Combined with recent promises of support from Sens. Ernest Hollings, D-S.C., and Gordon Smith, R-Ore., who had backed filibusters in the past, Nelson's pledge would give supporters of the measure at least 61 votes to quash a filibuster. Nelson's office said he still opposed the bill itself.
"It sounds like we may be moving toward a resolution of the campaign finance issue without a filibuster on the floor of the Senate," said Sen. Russell Feingold, D-Wis., McCain's co-sponsor.

DASCHLE: NO AMENDMENTS
Passage of the bill would hand a major victory to Senate Majority Leader Tom Daschle, D-S.D., a potential candidate for the 2004 Democratic presidential nomination. Daschle has insisted that the Senate would pass the bill without any amendments that would open the door to negotiations with the House in a conference committee where opponents would get another chance to scuttle it.
"There will be no amendments," Daschle told reporters again Tuesday. "This will happen. This is going to be the year we pass strong campaign reform and put the reins of government back in the hands of all people."

How much can you give?
Federal law imposes these limits on political contributions by individuals:
$1,000 for the primary election and $1,000 for the general election to each candidate for federal office.
$5,000 per year to a political action committee (PAC).
$20,000 per year to a national party committee.
No limit on "soft money" contributions for party-building and get-out-the-vote efforts, but the amount of donation must be disclosed to Federal Election Commission.
Corporations and labor unions are forbidden to donate directly to a candidate, but may form political action committees which can donate $5,000 per election to a candidate.
