What httpd are you running, apache, it is a full featured httpd, THTTPd or perhaps the tux server will have higher performance than apache. Also there are plenty of apache tuning guides out there to increase speeds/no connections/load

I can't figure out whats so magic about 25, 20-21 drops the risk to 0.05 acording to the data in the link above. Most of us are free of college/military by 23-24, so why aren't we considered less of a risk than a 16YO. I can understand chrging a 16-17YO ungodly rates, but why punish people who are young and unmarried, but demonstrated good drivers.
What burns me up is that I'm 23 and have had a license since the day I turned 16. I don't drive expensive cars, and have no violations, not even a speeding warning and I'm still being charged more (Adjusted for inflation) than when I started driving, there was a point when I was driving a car valued under my 6 month insurance premium, it drove me insane. If the state dropped the insurance requirement altogether, the providers would have to compete on price. I think the insurance carriers should charge you based on your record, not some statistical abberation of a 17YO wrecking daddy's BMW 3 times a year.
Why bother with genetic checks, women take time off to have children and men don't live as long, so the ideal worker is male since he wont disappear for 1-3 months to have a child every now and then and he will not drain the old pension by living longer. However your idea of health screenings interests me. I would rather not be responsible for the health insurance of AIDS patients, child bearing women, and old people. Just like I wish I could leave the DWI/DUI crowd and 16YO's from my insurance carrier. Oh well, at least its not taxes going down the drain.

I've worked with Bolivians, Mexicans, and Hondurans farming tobacco with my family (all legal migrant workers) and they were all go all the time, because the $8-12/hour they make here for 3 months lets them live like kings for the remaining 9 back home, while if they stayed the would make the equivalent of $1.25/day, you can't blame them. If you want in legally, thats all well and good, but do not abuse the system, if you do your ass needs to be deported back to the shithole you came from.
Trucking down to bestbuy and buying the cheapest d-link home network kit that comes with a couple of NICs and a 4 port router isn't too hard. Those nifty little USB->RJ45 adapters are great for the non-tech crowd and unless transfering your entire hard disk to another machine on the LAN will not saturate the link (11 Mb/s).
What college do you go to where primary registration doesn't occur during the preceeding semester. At UK, we registered in November for spring classes, April for summer and fall session. If you need an exemption, go check in with your INS officer, most of these people had slipped under the radar.

So it already has a compiler suite/dev environ, as well as most of the relevant network tools (Web Browser, Mail Client, FTP, Telnet). Would make for an interesting project though. Keep in mind I am a biologist by training and a sysadmin by trade so I may be talking out of my ass here but could it work?

A PCI/onboard sound card and a TV tuner card could do the trick, just feed the 2nd audio stream into a VCR and the output to the coax on the back of the TV card, split the L/R channels and you are golden.
World famous perl hacker Lincoln Stein has apache::mp3 availabile for using apache as your mp3/ogg stream server. Apache is a daemon so now more reboot worries. Now you have to figure out how to feed two audio streams to their respective filehandle(s). Are you wanting two seperate streams or the two channels overlaid into a single stream, if it is the second option a simple 2-1 (Y) cable should be sufficent.
