If you read the originally referenced article, it documents excerpts from the Military Commissions Act of 2006 that clearly show the act does not always limit itself to "Alien' combatants. From the Article:

The law states that once a person is detained, "no court, justice, or judge shall have jurisdiction to hear or consider any claim or cause of action whatsoever... relating to the prosecution, trial, or judgment of a military commission under this chapter, including challenges to the lawfulness of procedures of military commissions."

Here Here... Other than the last two elections, where is the evidense for the original poster's claim that "They are often wildly innacurate". A person conducting the poll has no basis to make a statement like this no matter how much cooperation they think they are or are not getting during the polling. The only measure of accuracy is 'did the real results match the results predicted by the polls?' Where are the examples of the results being "wildly inaccurate" in other elections?
Just because Rove didn't cause the hurricane doesn't mean he didn't have a hand in the manipulation of the election! How is your arguement relevent?

George isn't creative enough to do anything of the sort. I know it just sounds like more conspiracy theories, but the Republican party latched on to GW back in 99 and has loved him ever since. This is because, no matter what he says about foreign policy or socail issues, when it comes down to it George ALWAYS takes a direction that supports business interests over individual interests, period! There is not a single issue or decision he has ever made that contradicts this. When the supreme court slots opened up, even with all the hype about abortion and socal issues, GW appoijhnted Corporate Layers for his first 3 arttempts at nominees. Even the religious right got on him about that! Corporate America always comes first with George. This is why the republican party wanted him to stay in for aother 4 years. They saw the race slipping away on Iraq fallout and took steps to insure that he would get a leg up in key battleground regions. The RNC has tremendous power and influence.

He has been an incredibly 'Independant' republican throught his career, and the RNC torpedoed him in favor of Bush in 99'. Now, however, it looks like he is the one Republican independant enough to have a shot at holding the presidency for the republicans in '08. So, what does the RNC do?... If youlook at McCain's recent public statements, he had a major shift about 9-12 months ago where suddenly everything he says supports the president. Why is he still supporting GW when almost no-one else outside the whitehouse is?.... Because the RNC sat him down and gave him a talking to. Basically, they want John to tow the party line for a while in exchange for throwing party support behind him for '08. If he doesn't, he can expect the same kind of support he got in '99-'00.
Sounds crazy I'm sure, but really it makes perfect sense. Reing in the moderate loose cannon in exchange for the best shot at holding the presidency.

The original question was... If programmers are crappy at designing user interfaces (which they are) and most end users are crappy at knowing what they really need the software to do (which they also are) WHO should be specing the software?
The answer is quite simple: There are plenty of savvy computer users who don't happen to be programmers who can act as middle men between the two camps. Most organizations used to have these people, but as programming has become more of a commodity ("my kid can write a webpage") and development budgets tighten, many operations have done away with this layer and have programmers work directly with end users on the specs
Plus the specs only get you half way there! It is the FLOW of the functionality that really gets you a good or bad interface. We just need to recognize this again and expend the resources to include a knowledgeable person who understands enough about both sides to facilitate the best result.
There should also be educational tracks that specifically teach this skill!
So what... Pollution is still bad, and we should limit our impact on the environment even if global warming is not taken into account! Global warming has just become the poster issue of the debate between those who want to protect the environment and those who don't want to because it would cost them money. (There is only ONE reasson NOT to want to protect the environment, and money is it!)
The bad side effect is that since GW has become the main issue, debunking GW has been an effective strategy to delay real talks about environmental reform. Since around the time Win98 came out, the OEM installed OS version is actually tied to the hardware, so if you transfer the Hardware, the software stays with it.
I work for a school district, so we are in the position to accept donated gear, and we have been around and around with donated Microsoft OS's. If there is a Windows OS sticker on the unit, you can send the laptop with that OS intact and it will be legal! That is, of course, unless you purchased the LT without an OS and bought a retail OS off the shelf, in which case you still would own the OS, or actually just have the rights to borrow it from MS since that is the way most licenses are worded anyway.

You can get a 'discount' card at almost all of the chains that utilize them even if you give them NO personal info. They just track your habits as a single anonomous purchaser, which is still valuable data. This is no different than the AB tracking that started this whole thing.
I believe that, in most markets, DIGITAL cable is more than Digital sattelite for the most basic packages. You can still get Analog cable for less, again in mosts markets.
Another Advantage of the Dish DVR (they call it PVR) system is this. Their receiver has a standard modulated (channel 3 or 4)output as well as the component, S-Video & other outputs. So, If you are wired correctly you can watch the DVR output from any TV in the house, not just the one by the dish receiver.
As a Bonus the remote is RF as well as IR, so you CAN control the receiver from other rooms. I can control the downstairs receiver from my upstairs bedroom. It seems to work best if I hold it against my head (Not sure why) but only my wife see's how stupid I look!
I lived in Asia for 6 years and was constantly amazed/shocked at the state of the outside wiring. You can't imagine the scope of work that would be necessary to sort out what is in use and what isn't. As another poster said, it's not like they have utility police making sure everyone who hangs wire works for an appropriate agency and does things to spec. Hell, the utility workers themselves do just as bad a job. It WILL only get worse, so be thankful if you don't need to maintain a business there.
