That law case is based on location of information on physical server. What if we switch to distributed mode, as in FreeNet or Mosix clusters, where information is NOT stored on particular server at all ?! Merely for example if i create the following configuration:

    HOST a (Linux, South Africa) /dev/hda2 (200)

    HOST b (Linux, Australia) /dev/hda3 (200)

    HOST c (Linux, USA) /dev/hda2 (200)

and put a Network RAID (5) on that, where my data will be stored from the legal point of view?

Wrong. You cannot remove IE at all. While it is true that you can hide the browser interface... that is, you can delete IEXPLORE.EXE and unregister the components... but the core rendering engine remains.
We are talking NOT about IE, we are talking about _default_ browser and just IEXPLORER.EXE. So user can see incoming screen without annoying Internet Explorer icon. And have at least a desire to shop around for competitive browser.
Are we to cry a river for Trumpet which can no longer sell their IP stack to hordes of Windows users?
Yes, we are to cry. Windows will be less appealing and there will be a place for competitive platforms... This is good.

better thing is to have prolog language based database of configuration that is able to keep facts from text files and put it into system of knowledge.
TCL/TK can provide a visual GUI interface to the base.
You will be able to ask that base non-trivial questions about your configuration, which is not possible in other approaches.
Of course that base can have prolog terms to generate original text configs on its contents.
