will this make it easier to make the mod chips for engines: ie the extra horsepower or higher rpm computer mods that are available for a lot of vehicles
Well, car-mods often are actually illegal. There are a number that are not, but a lot of the high perofrmance or really radicailly different looking mods don't pass various state and local laws.
We get a lot of compaq desktops where I work with a "dual boot" on startup, but its not a dual boot in the same way that a linux/win2k dual boot syustem works. What happens is that you choose which OS you want to run the first time you start the computer, and the system then deletes the other one. The computer comes with a license for XP that can be downgraded to use with 2000, but not licenses for both. I believe some other OEMS do a similar dual boot, which seems to be what this is referring to. Disallowing this practice would mean that the consumer would be forced to load 2k themselves, rather then having it come preconfigured.
What's scary here is that he pretty much has to be referring to Virginia Tech, formerly VPI, which has one of the better if not the best CS programs in the south....
Back in Charlottesville, I find most of the students have the computing capacity of the average officer worker plus some when they get there, and have mastered a little more (mathcad et al) before leaving.
Traditionally, when a new model is released it takes a lot of time to get one because they sell out fast. Apple is trying to get back into the education market during the summer refresh period, which does not work if consumers all go and buy the e-mac and take all of the supply. Its a very targeted supply right now.

I wonder how long, if ever it will be before this gets ported to OSX. That's a platform that seems to be getting a lot of growth as a unix, with the powerbook routinely being rated as one of the best unix portables available. This is a platform that, while it has office, really needs a free suite of office programs for those of us who don't want to use Microsoft's products but need the compatability, and this program seems like it would fit the bill exactly.
I'm assuming that they allready have some form or site or educational license. All of Microsoft's large licenses do contain contractual provisions that they are allowed to audit. However, I remember hearing that this has never been challenged in court. IANAL however.

Thus, they would have to have been born, and able to remember things, like Bean in Ender's Shadow, or Shadow of the Hegemon. Microsoft Corp. plans to argue in court hearings next week that if antitrust sanctions sought by state prosecutors are granted, the company would be forced to pull its latest Windows computer operating systems off the market and be unable to develop new systems.
Hasn't this been the claim for every version of windows, in accordance with the timeline, ie Win98 lite just isn't technically possible to build? I also like the idea (no not really) that the states have to act with the DOJ in lockstep, since its a constitutional construct that the states can act more powerfully and restrict more things then the federal government, except in cases where the power of both governments is specifically limited, such as fourth and fifth amendment cases.
It is an EU country, so it's less surprising. While I don't like the laws, we have been making a lot of laws and treaties with other countries, and the EU in paticular that are designed to protect US patents, copyrights and trademarks. Overall, its the result of Microsoft and the others trying to inflict their copyright laws, EULA's and such on the global market, only to have the global laws come back home to us. As a side note, IANAL, but I believe British copyright and trademark claims have always been recognized in the United States, and this is basically an extension to other countries. I think the base law is flawed, as are the laws that allow big corporations to take away valid websites from individuals or small companies, but the extension into the greater world doesn't seem that surprising to me.
