I haven't written COBOL in close to 20 years, but I do know that you will have a problem doing the same tasks in a different language as easy as it is done on COBOL. PHP got to be the worst alternative, I would rather rewrite it in APL than PHP.

The north of USA is colder and gets more snow than Sweden, Norway or Finland's northern most areas, but they are decades behind Noway, Sweden and Finland when it comes to building standards. What in those countries would have been considered illegal, is the norm here.

Erm, no, the only commercial software made possible by this is hardware drivers - I wouldn't necessarily call that a "good thing". Yes, it means you can use your 3D-accelerated nvidia/ati-card right now, but it may also mean that there will never be a "proper" driver for those cards.
Larger commercial software products, like games, database systems, or what-have-you are not touched by this issue.

I suppose you are an expert in database design and programming? Wanna start writing a cost based optimizer? How about an obfuscation toolkit? Or even better, write a new writer process that can perform writes to multiple database files based on requests over a network connection?

The answer is, of course, to equip each train/road crossing with double gates rather than single which most crossings in USA are equipped with. This will prevent cars from driving around the single gate and unto the track.
