You need to have authentication of users. If you have to allow no passwords, then make one user login with no password. Then by default uses that account. Those competent employees that can remember(not writing it down) a "decent" password should be allowed to aquire a personal passworded account. Then make it cost to reset a password.
The non-passworded account could then be controlled from running rampant. While the more competent users would be allowed the security of operating in a secured environment.
If your not opposed to a little law breaking, then here is what could happen:
Figure out who provides his T1 and make a little "unscheduled intermittent maintance" on the routers providing his connection
Order his control servers to send spam to his machines (with the "sender" server being his other servers)
Use his accounts to actually send informative emails about opressive governments and global human rights violations. or anti-us govenrment emails. or anti-george bush emails (those would get him a sudden "heart attack" in the middle of the night)
Violence works, but it is best if you can get someone else to take care of it for you!

Well, if canada recalls all its UN troop commitments they'll have a pretty good sized army. And if the mexican drug lords, mexican army, and all the independent militia (in southwest US) joined forces they could put up a fight.

2) depending on the info posted, identity theft (or accessory to) is a possibility (someone would have to actually commit it to be prosecuted though)
3) Just copyright your personnal information then anyone posting it without your permission is in violation of your copyright.

If the patents are invalidated by the courts and there is any evidence that the company might have known, then all the people who settled can civil sue for their money back plus punitive damages. Last I heard in California punitive could be as much 300% of actual damages.
Russia wont hand them over until the USA hands over FBI Agent Michael Schuler who was indicted for hacking into russian computers. After the US judge basically ruled that it is not a crime for US agents to commit a crime somewhere else, dont count on russia or the USA ever "swapping prisoners".

I would prefer they use it to pay a lot of programmers to convert to linux then some pork project (and i dont mean the green bologna that Sheriff Joe serves).
