the worst crime is converting nuke power plants from electro mechanical protective relays to easily hackable microprocessor based electronic relays like the GE Multilins. I installed Multilins in a missile defense power plant and had to call the FBI with a warning "do not connect Multilins to the internet". The stupid military didn't care..

I included cyber security precautions in the Operation & Maintenance Manuals and recommended periodic checks to verify that the relays were not connected to the internet.
The Office of the Director of National Intelligence retained me to visit the site and report on the status. The Air Force refused permission fo me to visit the site.

Upgrading controls from old technology hardware implementations to software/hardware based devices is fraught with issues.
