Is there any sale more basic than a direct sale? How can banning such a sale, for vehicles made in another state, not be interfering with interstate commerce? From the outside looking in, we don't really know what added value is being provided to the content providers. Quite possibly, likely in my view, Comcast is providing CDN services to Netflix, and may be doing so for Apple as well. If so, there are benefits all around, in terms of Comcast, Netflix and reducing backbone congestion. A CDN is quite different from a toll road.
Sique's assumption is that big bandwidth would be THE issue. It could just as likely be about content. If you give the carriers free reign on this, it could be used as a de facto form of censorship.
At least, until Google owns enough of the infrastructure to join the 'big boys' in their little club. Then it'll just be more of the same, but with 1 extra player.

But private entities could band together and form cooperatives. I don't know why the Rural Electric Coops aren't all over this. A great deal could be done with a little organization.

You make a good point. With air to fuel ratios climbing well above stoichiometric, NOx emissions will climb.
