"Perhaps his fund password was something like "abiword" or he responded to a scam e-mail... "
A programmer is generally well versed in most aspects of computing, as they have to deal with computers for their living, they get to know the ins and outs (dos and don'ts). Do you honestly think that a programmer of this caliber, would have a password of "abiword"?
i have dialup as well and i got Download Accelerator Plus (DAP) it allows you to start a download overnight, and it will disconnect for you, whenever the download completes, this, along with a pause\resume feature make it invaluable for slow access over the net.
couldn't the US armed forces take a mix of free, open and netbsd, have the NSA throw some more security settings in there(as they did with linux) and then (fork if need to) keep their source code and high security patches to themselves(while giving simple bug fixes back). this would mean 1 operating system for the Army, Marines, Navy and Air Force that was based off of open source technology--but with the bsd license-- kept in part secret as to help thwart off hackers.

keep things small? easy. just have zero redundancy in the software. only 1 word processor(using OOo would cover several bases), 1 window manager, 1 browser, 1 mp3/ogg/movie player and so on.
if we actually get people testing this, then we won't have to wait serveral versions down the 2.6.x (or is it 3.0.x) road before it is considered stable.

yes, it is a full operating system on a floppy, but now only that, the darn thing has a GUI, too!
