What makes you think government has corrupted it? (I deal mainly with NGO's, we don't take anything from governments). The idea of a mandate is appealing, but IMHO not workable. To those who are unwilling to work, they deserve nothing. To those who are very willing but unable to work, they need the help to live comfortably. To those who are willing and able, they need compensation equal to their skill with a bare minimum to cover temperature controlled housing, food, transportation, utilities, and monthly entertainment for a family of 4. Where I live, this amounts to a net pay of about $2-4K per month. The current minimum wage does not come close to this requirement. Having both parents making minimum wage just barely covers this, but then there is no one to stay at home to ensure that the young one(s) are properly taught the very basics
