I think that using the GPL is the only way for them to reuse features of Inkscape and other free projects that are missing from their product. We can ask ourself if they are not wanting to divert the Inkscape community.
However if the performance of their engine is as good as they claim, there maybe some interesting bits. Too bad cairo will not be to use some of them (Cairo is distributed under LGPL). We can also expect them to contribute to the wxWidgets project at it is the library they choose for GUI components.

Where the LGPL-like freedom stops is here: "Only Red Hat, Inc. may make changes or additions to the list of Approved Interfaces." So if you (assuming you are not Red Hat) want to add interfaces to a fork, they will be covered by the pure GPL as the exception clause will not apply.
It also means that kernels distributed by vendors (including Nokia itself) are not covered by this statement. But, who is using just the official kernels now?
It would perform far, far better than the government which steals the money and then wastes large portions of it.

I have yet to see a PHP app -- especially one that also used MySQL -- that used a design pattern other than "Big Ball of Mud" most often.
