the first part of your remark is true, but I'm not sure China does have laws that require filtering. I think they merely impose their view more strictly on their people than in the Western hemisphere.
On the other hand, consider the fact that while China does filter traffic, it set up a large government funded network for the benefits of its people. Analogy: most Corporations have internet access for their employees, and they filter content just the same.
I think it's great the Chinese government provides its people with internet access, and though I condemn filtering to some point I do understand what they are trying to achieve with this. Ultimately they will succumb to the users' creativity anyway although this might take a few years.

They're after a system where you have a smart card that you swipe and then the system logs you on the your personal desktop from anywhere in the network. Don't you think that'll take a little bit of moola to do feasibility studies, rather than a 5 minute google search?
This is what Sun Microsystems has as a key selling point... you don't even need a special card, any card with a chip on it will do. Yes, that includes your Pin/ATM card. Serverbased applications and secure terminals, cheap and robust OS WITH good support, hmm... OK... my 5 minute Googletime (tm) are up... Now give me those 250,000 euros...
What about serverside content, or content that is pushed? How do these get indexed? I mean if content is retreived from a database, will google access that database? I don't think so.
Furthermore, with the advent of more and more Flash (tm) sites, how will these get indexed if the META-tags are abandoned? Currently, Google only uses the META-tags if there is no relevant text in the body, but what if they stop that altogether?
What with all the traffic jams? It would be nice to have an open network for everyone to access when they're standing still or for your companions. Heck, I'd love to see this for the kids. Finally you don't have to tell them to shut up... just tell 'em to go on the internet or IRC. ^_^

Just be sure to take it out of most users' hands and make an option available for admins/geeks that want to tinker with it.
