Under no circumstances may public or private individiuals or groups have access to ongoing criminal processes or investigations.

If you are using android smart phone, or even an iphone I assume these apps also exist for iphones, you can get a callfilter app. I have one called, oddly enough, callfilter. If the call number is on the black list it simply picks the phone up and then hangs up. The phone doesn't ring and they never go to my voice mail.
My routine is this. You call. The first time if I or my phone doesn't reconize your number I silence it and let it go to voice mail. If you don't leave voice mail then depending on the mood I'm in one of two things will happen. Most likely I will assume that if you where to lazy to leave me voice mail then its not worth my time to talk to you. On to the black list you go. I could take the time to google your number and see if you are important enough to call you back. I'll probably not bother and just toss you on the black list anyway.

We have pretty good voice recognition technology. Sure when I ask my smart phone where I can get a pizza it still thinks I'm asking for directions to a whore house. I'm not sure if its getting voice confused or it might be smarter than I though. Any way, the technology is pretty good.
An on the other side with also have pretty good voice synthesis too. A little tweaking an some of it can almost pass for human. Well it will be close enough to get this job done.
AI software is pretty advanced too. Not advanced as we'd like it to be but advanced enough that it can fool a fairly intelligent person into thinking that they are talking to another person for 15 or 20 minutes at a time. Think how long it could fool one of these low grade morons that work in these call centers.
Bring all three of these technologies together in a program that will answer the phone and engage these telemarketers in a Eliza like maze. If they can tie up these people just for a few minutes before they are talking to a machine it would cost the telemarketers thousands of dollars. People need to be held accountable when they accuse someone of a crime, especially people in power. An extreme case here. If a DA prosecutes someone for murder and that person is acquitted then that DA needs to face the consequences of his actions. If its a capital crime then maybe the DA should face charges of attempted murder.
