Here when I want to pay a bill or send money to a club I have to go to the bank or some banks are now doing on-line forms, where I have to provide the routing number, account number and bank name of the account I want to send money to. Luckly most of the time this is preprinted for you. Then most banks charge you the equivalent of US$2-$3 for doing this, some service plans or have a large balance at lower then US interest rates give you it for free. I then have to keep track for 6 months to a year just to verify that everything was properly approved, bank recommendations since they have to many complains of the receiving banks or companies not providing proper credit.
With a US check system I would of just given or mailed them the check then they have instant proof that I paid and it is up to them to deposit the check and the money does not get withdrawn until they do which give me a check, as opposed to the system over here in Europe where the money gets withdrawn the instant they process my request.
BTW,this works for banking done in country, but once I want to pay for something in a different country the routing numbers don't work so I have to switch to wiring money.

For the others I have to make to setup an automatic payment of what I guess it will be then once a year we reconsile. With the query optimizer under MS-SQL Server and Oracle you don't have to worry about using procedures since dynamic SQL is treated the same way, especially if you use paramterized queries.
Where you really get the slowdown in the MS-SQL Server and Oracle is that with the stored procedures being used for everything they contain alot of ISNULL and COALESCE checks which are slow in addition to causing a new query to be generated.
This is for standard CRUD statements if you have something really complex and makes multiple calls back to the database parses something then makes some more queries then yes procedures are going to be faster.
Couple of problems with this.
If the attacker can still input SQL commands they can display the views,tables, procedures,etc that the account accessing the database can access. Besides most current databases allow you to use views for update and insert.
That means you need to implement a solution using multiple database credentials that way they attempt to access something the account used to access the database has the least permissions needed for the specific page and the rights of that current user.
There are very few tools that understand using multiple database credentials and those that do are expensive and a pain, been a few years so maybe they are better.
So that leaves you having to write your own code and adding alot of code to handle the switching of database credentials or having different area, including duplicate pages, that handle the different database credentials.
And use of procedures do nothing to prevent SQL injections besides they generally show down your queries. Views also don't help much until you disable thier abaility to be used in insert and updates.
Use parameterized SQL be in with dynamic SQL, procedures or views.

3) Pages are printed on both sides, same basic problems as 2.
Overall a none story unless FAX is the only way they accept the paperwork and in that case it is a matter of WTF are they still using faxes for.

The major reason is that the states and federal governments want to hire IT people with a Master degree or close to 10 years experience and pay between $50,000 and $65,000.
You pay that little vs the market rate and of course the state people are cheaper and those people you do have are not the cream of the crop.
They are banned from using both for products that will be sold in the US.
Part of the problem is that China allows cadmium to be used in local jewerly and it is a common matieral for China manufactures to use it local jewerly.
