You would be responsible in such situation. You are always responsible for your actions of will. You would not be guilty, but you still would be responsible.
If Cuba were neutral as Finland was during the cold war, it would not pose any threat to the world peace or safety. As a Soviet base it was threatening USA and so it was a threat.
Finland would be a similar threat to Russia, if your government invited the USA to have its bases in your country.
Putting business logic on on eplace as much as possible ist good because it is easier to overlook and to maintain. This however is only true for the source code.
If you can organize your project in a manner, where an automated system deploys the compiled or generated code to different places, you can have the advantage of logically centralized business logic, and the advantage of its distribution to many places.
The horizontal distribution is relatively easy (clustering), vertical is still quite difficult - but not undesirable. It would be nice, if one line in my sourcecode would be automatically propagated to JavaScript in the Browser, compiled code in the middle tier and stored procedure in the Database.
While I suppose, it is good for the people, when the government uses free software, I am afraid that the free software developers might become dependent on The Government.
Why should Sun employ foreigners if they were as expensive as the Americans? They have to compete with the Americans and they do it by beeing cheaper. They are willing to do it, since in India they erarned less.
When you required from Sun to treat them the same as Americans, you would take away the chance for foreigners to become Sun's employees.
I cannot see, how this would help them from their desperate situation.

I really really love the keyword "friend" in C++. It invites objects of other classes to touch one's private parts.
I like methaphors of pleasant real live experiences in a programming language. (That is why I hate the functions "kill" and "die".)
Not free, if not tax free
Me is real, just hinding. Silent, not like cameras, big foot not big mouth.

The Government is a monopoly trying to get as much as possible from its subj.. ehm citizen.
