From the beginning actually. Cards say on 'em "Not to be used for ID" or something like that. However, it has always been a "mostly" unique number, so someone somewhere decided to start using it as a unique identifier in their database (or rolodex at that point most likely) and its just gotten worse since...
Here's my system - there are a few issues I'm informed on, many not. When I don't know anything about the candidates, I never vote for the incumbent, and when possible, I vote for a non Repubocrat - 3rd party, independant, etc.

Thats the beauty of having lawyers on staff. You pay them an annual salary, whether they are in court, doing research, etc. it doesn't matter. Fixed cost. Now SCO went out and got a few lawyers on retainer, so they will have a hefty bill, but I think IBM just has "regular" employees doing this on their side.
See if there is a dual enrollment option with a local comm. college. Here, students finish their last 2 years of HS and get an AA or AS at the same time.
Was there a dual enrollment option with a local community college? Where I am, students can do their last 2 years of highschool here at the comm. college, and actually graduate with an AA a few weeks before graduating high school.

Nope. Deaf dude calls relay operator, relay operator calls store and "translates" between.
Unfortunately, use of a relay operator is becoming common for scammers, etc. to hide accents and out of area calls.

Well, WebCT was doing all of this in '95 or '96 IIRC, so there's the prior art. Of course, WebCT just got purchased by blackboard ....
