I bought a 970 and it was based off site benches, it seemed for the price it would suit my needs. It fully does, I did run into issue with one game where on the command line I was forcing launch using all 4gb of ram on the card, it didn't work out as well. I ended up backing off until I found the magic number and all works well.
In the end I have a card I thought I paid a decent amount for, for the performance I receive. Even after all this has come to light I'm still happy with my purchase.
I have the card and actually did run into issues from specifying my game to use the full 4gb for textures. Ended up having to back it down to 3gb. No significant loss in performance maybe -10 fps, since it's still pegging at +60 I'm happy with the purchase.
I purchased the card based on performance reviews and the price point of the 980. The 970 seemed to offer performance my wallet could justify spending the money on vs not dropping the cash for the latest and greatest card.
I'd be for the type healthcare other govs have Canada for example, I realize what they have is more like single payer, I'd be for that vs this colluded crap bomb we have now.
Private sector can be punished for improper dealings, politicians can not.
Think Lerner emails, in the private sector during let's say an audit what would happen if emails were requested and they mysteriously were destroyed due to "hardware failure" of the users drive no less.
Given that the US, EU and soon even China outsource most manufacturing to 3rd world countries, yes it is a problem and if it isn't it will soon be. There is a reason the US ceased manufacturing and it wasn't due entirely to a cheaper labor pool. A lion share was probably due to more lax requirements in production and emissions from production.
I don't often explode when I launch to Mars, but when I do I make sure to wear Haynes, they fit like nothing else, even when your junk is strewn across 4 states.
The problem is then orientation, is the craft moving parallel to you or flying toward or away from you?
I have flown RC tons in the last 30 years, and I can tell you orientation can be a bitch.
My take is the latest is a way for them to weasel out of providing clear regulation.
What you will get is the same thing that's always happened, those wishing to use them commercially will follow guidelines and use them accordingly those not will ignore regs and keep using them how they always have been.
We will still see the DJ videos where you see it flying into oncoming traffic until it hits a truck.
I envisage some mechanism now placed between CPU and socket that intercepts instructions sent to and from the CPU to be reviewed or even "replayed" at a later time.

Benchmarks show that SLI 970's outperformed a single 980 in every aspect.
As the purchaser of a 970 I could agree with that had my only reason for buying the card been the advertised 4GB VRAM, which it wasn't.
The game I bought the card specifically to play allows me to specify how much VRAM the game will use.
.5GB of memory.
