Why would you need to dial 911 while on the bus? There is still a CB radio on the bus that the driver can use, and I imagine a driver calling via cb to dispatch would get you an emergency vehicle to your location quicker than your 911 call.
I used to get better than that back in the dialup days using less than 56k-Flex from East Coast US to the Jolt servers in the UK. I would think broadband between you and your ISP's test server would be much less.
Run "your" copy of Windows from a bootable usb drive, unhook the drive it's the companies, hook it up it's your safe haven. Your data is safe and the company data is safe.

So they intend to revamp their entire infrastructure computer wise? I just read the article and it's so full of crap, they got new computers in 2004, are you telling me that those are no good now and they need to replace 8100+ of 8200+ systems, on top of that they want to get students iPads? Why? "Some of the money will go to wireless infrastructure upgrades", no doubt to support the iPads. "Other funds will go to upgrade infrastructure to support higher speeds", do they really need this for a school? When I see this it reads like they need faster internet speed and nothing more, anything on the network itself should be plenty fast. I can see reworking the heating/cooling of the servers as that will extend their life and usefulness but still they way they spend I imagine they will just replace them. These people are not looking to help the children. This is one district. 45 million doesn't seem exorbitant to you?
My daughters in the Academy Program, they don't have eMacs, or the latest iGadget her school, they have 4 year old computer systems that run whatever they need perfectly well. The do have the next to latest edition of Office, but the school allows projects to be turned in that were done in Open Source formats as well, and this is for one of the top rated public schools within 100 miles.
This seems more like someone that is anti-apple and just wants the latest and greatest gadgets to play with. I wouldn't be surprised at all to find that some of that software found it's way onto the teachers' home computers as well, "we have to know how to use it to teach the children".
You would think that they would have remembered, or some brilliant mind would have said "hey don't forget leap days", they should have asked the janitor. Those guys know everything.
If Canada had the oil the middle east does maybe that thinking would be different. It's not all middle easterners that hate the west. Some embrace it, the same with Islam. A true religion should teach tolerance no matter what, otherwise it's just a perversion of what everyone should know to be true, not that there is a god, not that theirs is right, but just to respect people in general, if for no other reason than they are your neighbor, if that's not enough then because we share the same planet.
The problem is that this needs to be plugged in physically. So you would need a patsy to plug it in or physical access. On the other hand by your thinking since I can carry a usb stick with the same toolset it should be illegal as well, but since usb sticks have legitimate uses they are allowed, how would one know it was a nefarious hacking tool, without violating my privacy by asking me to expose the data it contained?
Slimjims and lockpick sets are not as easily dismissed as innocuous. I do see your parallel.
