With this existing system, if you drown in a way the system doesn't know about then you drown. With the opposite system, if you swim in a way the system doesn't know about then the lifeguard gets a page, he has a quick check and presses the 'swimmer is okay' override button.
And why is image comparision even needed in this case? If an object of person size is on the bottom and not moving for more than X seconds (where X is some small number) then something is wrong.

I agree, it is ridiculous. The screen is 220x176, the start button on windows XP is 99x32. That means about 10% of the screen is taken up by just [Start], I dread to think how much is left after you add the 'My Cellphone' icon, the clock, etc.
To improve the range of a wireless connection you would need an amplifier at both ends. With this large box attached to the access point, the AP can transmit packets further... but this is useless if you laptop, say, hasn't got the power to transmit packets back. This thing just introduces a zone of one-way communication around the inner zone of 2-way communication.

It would be better if the radio station just transmitted the name and other relevent information along with the tune itself. Digital radio must be able to do this, surely? And if not, why not?

Exactly - if they want to help then they'll help. If their PR department wants something to do then they'll do this.
