Yeah, in the CURRENT system they require pre-printed ballots - if they were implement his concept that would not be a requirement. His concept is basically that the 'election' machines would simply be machines that printed out paper ballots, as such pre-printed ballots would be done away with.

The "order of the list of candidates" that you so cavilearly dismissed is thought by many to be the reason why Bush 'won' florida in his first election - they violated Florida law and created a 'butterfly' ballot that may have caused seniors to mistakenly vote for Bush when they did not intend to do that.

No I am not, you are failing to understand the math. Even if you just reduce the peak load, that is enough. Why? Because your are reducing your use of electricity at the high price, while still using pretty much the same electricity at night, during the lower prices.

Look the "peak/off peak" system is NOT a way to screw the customers. It is supposed to average out the same total cost for the entire year. That is, without the solar power deal, using "Peak/Off Peak" should mean higher electrical prices in the summer but lower prices in the winter (as electricity, unlike oil/gas is cheap in the winter).

With the solar power deal, the worst case scenario should be that during the summer they pay the same as they would normally without any reduction or increase but during the winter, they still get the same lower prices. So they end up saving money over the year, just all the savings are during the winter instead of spread out over the summer.

As long as the Utilitiy is doing the Peak/Off Peak thing in a fair/reasonable manner, it should NOT increase total cost, but should decrease total cost.

For this article to be true, then one of three things must be true:

    A. The utilities are charging them higher rates, but are not paying the same higher rates for electricitrity the utilities buy from the home owner.

    B. The utilities have in some way 'cheated' the customers using the 'hourly rates', rather severely.

Their are TWO problems with the US health care system:

    1. It is too expensive

    2. It is NOT very good. Life expectancy is worse than the majority of other industrialized nations, even if you restrict yourself to people with full insurance.

The honest truth is that there are a LOT of expensive procedures of questionable value that are accepted and paid for. The prime one I know about is "Stents". Several studies have shown that life expectency for people that undergo expensive surgery to implant uncoated stents into their veins because the veins were blocked/collapsed is no better than people using relatively cheap pills.

Right now, a lot of health care is 'unproven' with regards to helping the patient. They find something that does X and claim that X means the patient will get better, but often that is not the case. They prove things like Y medicine lowers chlorestal, but don't check to see if it increases life expectancy. Sometimes that same medicine also raises the risk of cancer, or may increase all chlorestal, even the good one, and life expectancy does not change.
