The same companies should have been upgrading their command and control systems to prevent chain reaction blackouts. When you broadcast at higher power, generally you would use a comparable signal amp on on incoming signal. So your underpowered laptop signal is greatly magnified (errors and all) after it is received at the hub. Larger distances then translate into lower available bandwidth as opposed to no connection. This is pushing and pulling signal from one end instead of pushing from both.
