No, the entire framework is written in PHP 5. None of it will be a compiled extension. One goal of the framework was to provide access to users on shared hosting, with no access to configure extensions.
I've read over most of the arguments presented in the comments above, and I thought I'd add my two cents being that I live within 5 minutes driving distance of the city.
Whether or not the placement of cameras in the downtown area will reduce crime is arguable. I think the concept of hooking into the surveillance of public schools in the event of an emercency is a novel idea.
Cameras in the middle of a downtown city are invading nobody's privacy - save maybe the homeless, because they live on the street. If I want to do something in private, I'll go to a men's room, or in the safety of my home. Downtown Baltimore is not what I'd call a remote location. What privacy would the cameras be invading? Watching you walk to work? That's something that thousands of other people see every day.
I think the cameras, IF USED CORRECTLY, could be a deterrant in stopping criminal activity. The intent of the entire project is to do this, whether or not it will be successful or not is a completely different story. I think a lot of it will require police response time to alerts sent from these camera viewrs.
The government does not care what you do with your time if they have no reason to believe your hobbies are illegal. It is also a prerequisite to have approved written authorization to do anything within the confines of your home. Police don't need a search warrant, nor are they invading any rights if they are placing security cameras on their land.
