Who says they want to? I've seen plenty of stupid decisions made because someone who was a good talker or was shagging the PM supported them. And even that person might not actually want the outcome; they might be too fucking thick to realise what the consequences are.
You'd be surprised how much damage a single influential person in the wrong place can do.
This is a different meaning of the word. It means people who will generate content for free while we make money mining their data and selling them ads.
So both statements could be considered to be true, provided you clarify when the statement was made.
And if any competent person had written the article, that would have been made clear in the first sentence or two.
