Most distros are either respins of RedHat or rely heavily on source provided by them, just due to their sheer size. The downstreams made the decision, rightly or wrongly, that excising it is either not possible or not feasible. Some suspect it's been intentionally written that way.
So the decision was made once - by, or under the influence of, Lennart Poettering. Whether it's ego, stupidity or if he's just plain been nobbled I can't say.
