I think you are talking out your ass to create evidence for an opinion you hold which just isn't true. You say that money is taken to fund schools in other counties? Since when did school taxes move above the local level? My original home is nassau, new york... and none of our school taxes go to poor schools in nyc which is right next door.
this has happened to me, i left a torrent uploading at 150 kb/s open for a few weeks by accident...
what you do is just call em up and say you need to send a lot of files to and from work, you send home videos to your daughter in college and your family overseas, they say alright and uncap you
since then, they have never capped me and due to torrents, i am always uploading so i figure they have "removed" me from the what i call, capable list
i think the reason they do this is to stop people who won't realize they are capped and not really give two shits in order to avoid slow speeds for everyone. for those who are tech-savvy enough to know they are capped and can make up a bullshit excuse, they just remove it. all it takes is a 5 minute phone call.
it's lame that they do it, i know, but it's not irreversible.
as a full-time student who worked part time during summmers coding a php/mysql/flash based website... i know exactly how important comments can be.
last summer, i'd have to go back to code i wrote the year before in order to update it or something along those lines, and i'd stare at it for hours thinking... "wtf is the point of this? i know it has some point, but i can't put my finger on it!"
since then, although i have done very little as i was replaced by an immigrant from india... (grrr).. i have pledged to make decent comments in my code that detail what in god's name is going on.
I find it hard to believe that the average dell customer, the essentially computer illiterate home user just looking to check their e-mail and use office software really cares what CPU they have, if they even understand the difference. If people are looking for a high-end machine to get better fps at "insert game here," they usually aren't even looking at Dell.
I think when someone applies for a job at an establishment that allows smoking, they should be warned of the risks involved, sign a waiver exempting the owner, etc. Just like when you go for a job in a coal mine you know it's not healthy, but if you are ok with it, take the job. I wouldn't mind working in a smokey bar.
about the schools, i can see that changing.
i work for a small business which installs networks in about 20-30 local area schools. the contracts we have with the schools are for the initial installation of computers/networking hardware and maintenance.
due to the recent explosion of pc-destorying adware/spyware, these computers used by 4th graders are practically unusable at the end of the week.
therefore, we find ourselves having to constantly send an employee to each school to wipe the pc's
recently, my boss made the decision to actually use firefox as the main browser for schools, due the to the fact that it saves a lot of time. remember, time = money.
i wouldn't be suprised to see a lot of businesses in this field to make that move in the upcoming months.

How skewed is your view of corruption?
The things you listed were infinitesimal compared to some of the actions of the Bush Administration.
Have you not heard the recent admittance that the war in Iraq was launched based on an assumption that turned out to be false?! What about the contracts given to Halliburton, a crooked company whose ex-CEO is now our Vice President, in Iraq?
You claim to be a strong, passionate Christian yet your political views contradict that. The US casualty toll in Iraq just reached 1000. That is 1000 of our young men and women who were sent overseas to a war that was based on nothing tangible. And what about the Iraqi civilian casualties? Don't get me started on that.
I don't know what denomination of Christian you are, but I just can't believe that you can claim to follow a religion so strongly while supporting the murder of innocent people and the torture of prisoners of war.
I find it amazing that people like you, self-righteous Christians, can claim to have a higher moral standard then other people.
Read the Bible more often and you would realize that your morals are opposite that of what they should be in accordance with the beliefs you claim to have.
"The words of wise men are heard in quiet more than the cry of him that ruleth among fools. Wisdom is better than weapons of war: but one sinner destroyeth much good. "
That is from the Bible, but you knew that? Right?
