    He used their millisecond advantage against them.

    HFTs front run the orders. He puts up a sell order for 1000 shares of stock X for $1.00
    before it can execute N HFTs are putting up sell orders at $0.99
    This drives actual sellers to $0.95 where he bought , and canceled his sell @$1.00
    The HFTs then are no longer front running and the price moves back up to something around $0.98
    at which point he sells.

    Lets Mark Rich, FBI 10 most wanted pardoned after wife makes 1 million dollar donation to Clinton Foundation.
    Hillary Sold Access to the state dept for donations to Clinton Foundation.
    Bill 16 million/year to sit on a board of a for profit international college, while his wife is secretary of state.
    Clinton Staffers registering 45,000 fraudulent voters in Indiana.
    Then I hear something is up where she conspired to deprive the government of its property and violate national secrets laws by using a rogue email server.

    So ?

    For the sake of argument lets say you come up with a new encryption system
    You can raise the cash to get a patent on the technique and all the obvious related patents, so you actually have a strong lock on your invention.
    Now you are 20-50 grand in the hole and you need someway to make money off of it.

    What do you do ?

    Well you can start writing new encryption libraries and hope you can sell the tools for a reasonable amount, problem you are already in the hole and this will put you further in.

    Or you can sell your patent hopefully getting a good price for it.

    From what is there, this looks like a pretty reasonable verdict. Apple infringed on four patents held by the plaintiff and got their heads handed to them.

    May very well be one of those cases where the patent system works correctly. Given Apples past bad actions it's a shame the original verdict wasn't upheld

    Going beyond the theory proposed by the AG's this would also come under the Advise and Consent for treaties with foreign governments as well.

    Not surprised people have forgotten the basics of the constitution Obama is a law professor and he seems to have forgotten all of it.

    NTIA has had oversite of ICANN for about 20 years now. What have they done in that 20 years?
    They blocked creation of the .xxx domain. That's it.
    So what will we be losing?

    Doing nothing is a very good thing. Think of all the somethings an organization that appointed Saudi Arabia chair of the human rights commission could do.
