I feel for you. I recently was considering buying a laptop from Dell for network testing purposes. I emailed them asking if they would sell it without an OS as I wanted to only use Linux on it. I got no reply surprisingly enough, so I can only assume that they will not sell it without an OS.
Keep trying though, I'm sure someone will sell it without an OS.

Been making them for years and if you freeze an orange and make the things big enough you can shoot right through the native wildlife - opps did I just think that aloud:)
I think the average IT life span is about 5 years. Which means I shouyld be gone already.
My next stop is to buy a Video store so I can watch video's all day and still work:)
