You can't simply install FC4 and expect everything to just go like Windows does, because the latter operating system often has vendor support — so Linux does damn well to get as far as it does! Sure, some post-install work is required, but once it's set up it works like a charm. I have WPA EAP/TLS working quite happily with my IPW2200. OK, I had to download and build the drivers and wpa_supplicant, but is that much less hassle than the rigmarole of sorting it all out in Windows? Once NetworkManager is completed, with full WPA support, things will be much smoother. Until then, be patient — or get hacking.

IANAKH, but couldn't more drivers be moved into userspace (or other lower rings) --- especially for things like USB printers and miscellaneous gizmos? I think it would also be nice to not bundle thousands of drivers and support for architectures I don't have with the kernel. The kernel itself could provide a very minimal layer of hardware protection (like an exokernel?) and there'd be libraries exporting generic abstractions for particular classes of hardware. Is the context-switching penalty really so great these days? Educate me!
Ludicrous, isn't it? They guy they lock up (presumably, the computer owner) is unlikely to be the [only] one implementing the practical side of the chaos. What if they confiscate the computer on a given Tuesday, a bomb goes off on Thursday, and 90 days later The Big Plan is discovered on a hard disc? In all likelihood, it would go down as a "minor failure" in some Government-comissioned report; no-one will be to blame; the Met Commisioner will get a pay rise; El Presidente Blair will add another medal to his chest; and the Daily Mail will call for a return of hanging and bitch on about the lot of 'em.
