All the while the inspections were going on, Rumsfeld and others kept saying "we know where the weapons are" but refused to provide this information to the inspectors. This placed the US in violation of the resolution. It's easy to understand why we didn't provide this information: when inspection proved it wrong it would have made it a lot harder to justify why were going to war.
