No, a lot of the intelligence agencies didn't 'believe' that Iraq posed any credible threat from WMD. There wasn't much in the way of intelligence in the first place and what there was was considered to be somewhat suspect.

Eventually it was travelling so fast that nothing from the solar system could possibly ever make it back to the Milky Way.
It was told through the eyes of an unfortunate man who kept on being cryongenically frozen and unfrozen over a period of millions of years as the planet became ever more chilly and isolated from everything else.

Seriously though we are at a level of technological advancement now when almost every major new breakthrough is going to have the potential to do harm as well as good, what we need to do is learn how to make sensible decisions as to how to proceed.
In this case it would seem the best way to build safer nuclear reactors is to continue designing and building nuclear reactors. So far this has been a very safe course of action. Obviously we should also design for safety and consider our actions but there comes a time when you just have to jump in and bite the bullet.

The judge is just stating his opinion that SCO hasn't shown any actual evidence so far.
That is not demonstrating any bias it's just his legal opinion which is what judges are paid to supply.

I was curious as to whether range lights were the same thing as leading lights and they are.
When the two lights are in line you know you are heading in the right direction on the right course.

It looks a bit by saying that "they themselves did not think was of high quality" they are just whining after the event.
If they are willing to publish papers which they have read and do not think are high quality then they deserve everything they get.
