it's disingenuous to state that this would not affect her significantly. if they're living in subsidized housing, I suspect that the smallest settlement mentioned ($3000) is likely to be a hardship for the entire family, including the girl.

how would apply the process by which you avoid slow response times to your approach to decisions encountered while administering the state of CA? what problems do you forsee in that application of process?

They are made of "epoxy or super hard plastic that's actually inlaid in the asphalt itself."
Either that or they are painted on with the paint that is used for roads (to make dividing lines).
