There's a good chance the motivation is financial. As in IT people threatened by their charges becoming disposable. Or software developers well aware their software is incompatible. Moderation on Rpi threads has gotten brutal, and so now most everybody posts AC.
Google TV is simpler and runs on cheaper hardware. Presumably updates will be more frequent and consistent. You can get the TV with full Android also - I think Lenovo offers it. Or you can do it with an HDMI dongle.
My TVs are all minimally smart already (Netflix at least), so the dongle or STB is the way for me. Fortunately the dongles are very cheap - like $79. Personally I would prefer the Android version, as the marketplace is an amazing value add.

No, the parent gets it exactly right. They're explicitly stating that they'll shut down the plants after 40 years for safety reasons, unless they don't. Which is just like saying nothing at all. They were actually better off saying nothing since implicit here is that aging plants perpetually renewed have long since become a safety problem, and the power of regulators to shut the decrepit unsafe plants down is nil.
All the more reason to order your shit from Amazon and have it delivered by a guy that's not tracking your phone, nor taking your picture for visual recognition. If they want to play this game, screw 'em.
