    JPEG2000 also has patents that cover it. However, the JPEG group claims that they have obtained waivers from all such patent holders, so everything should be OK. The CORE contains 27 patents from 11 companies that have been licenced free of charge to the JPEG group under ISO guidlines, and, as such, can be used freely by anybody implementing the JPEG 2000 part-1 standard.

    However, Part-2 of the standard, which contains several enhancments to the core, does contain a single patent that is not free, but avalible under RAND (Reasonable and non-discriminatory) terms. However, Part-2 is not necessary for JPEG2000 functionality...I'm not sure what exactly Part-2 contains, in fact...

    On the other hand, these exact same guidelines were applied to the JPEG standard. Of course, the JPEG group itself says that the JPEG patent that the article is about isinvalid, as the JPEG standard predates the patent in question.

    But all of the patent holders have waved their rights with regard to the JPEG 2000 standard. As such, it can safely by GPL'd, with no chance of somebody else buying the patents and then suing. The GPL allows software patents, just as long as a free licence is granted to anybody using the GPL'd code.

    If not, KDE, which includes JPEG 2000 support, would have some licencing issues.

    Uhhh, the fluid is inside of little packets. The packets are fairly flexable, since they contain liquid, but they solidify when sudden force is applied, such as a bullet/shrapnel impact, or a concussive blast. They are inset into combat gear, instead of rigid plates.

    I don't know about milk, but apparently cilantro (coriander / Chinese parsley) can help. When patients are given soup with plenty of cilantro juice in it, their levels dropped much faster than those who are receiving normal treatment only. Of course, this isn't scientific evidence, and they have no idea if it works on its own, or just as an aid to conventional chelation. Still, it is something to keep in mind.

    Me too. $166 Canadian ($128ish US) for a 512MB Kingston dual-channel DDR400 paired set. Sadly it was on backorder so my motherboard and CPU got here first...now they just sit there, mocking me "Oh, why don't you install us and dramatically boost your speeds? Oh yeah, you forgot to check if Kingston RAM was in stock! Loser!"

    No, it's a jumble sort. A bubble sort fixes one more value each iteration. This is doing it completely randomly. It may take up to infinite time to finish.

    The GPL says "I grant you these rights under these terms. Agree to the terms, or you don't get the rights." You need a licence to distribute the GPL'd code, because copyright forbids it otherwise. You do NOT need a licence to run a GPL'd program, just distribute code that contains the GPL'd code. You also don't need a licence to listen to music, or to read a book.

    Look at it this way. It is illegal to copy and distribute code that is protected by copyright, unless the copyright holder grants you permission. The GPL is this permission, but it has conditions. If you break the conditions, you do NOT have permission, so you cannot distribute the code. However, it is not illegal to listen to music. As such, no permission is required. Since permission is not required, terms cannot be attached to this permission. Why, I could attach terms to permission for people to drink water...but since they don't NEED my permission, they don't NEED to agree to my terms, either.

    On the other hand, if they made it an explicit licence that you actually have to sign to purchace the music, then they certainly could limit fair use. But I expect it would hurt sales if everybody had to sign a contract to purchace music. Especially since minors could no longer buy music.

    You hope so? Better close your eyes then. That's right, the police can arrest you and haul you off to jail in chains for speeding, failing to signal, honking without due cause, having your stereo too loud, not having your seatbelt done up, or turning into the wrong lane. Instead of getting a ticket, you go to jail. They usually don't, because that would be dumb, but they CAN and there is NOTHING you can do about it. They don't even need a reason, other than they felt like harassing you.

    My girlfriend's younger sister never patches her machine. I was checking it out, it was an XP box with no patches applied, and the anti-virus table was from 2001! I said it was a bad idea. She said "Who cares. Oh no, they can read my school work and my e-mail! I'll just format every couple months when it gets too slow" Mind you, she gave us a ride, and after there was sweet smelling smoke pouring out of the hood. "You're burning anti-freeze" I say. Her response was "Yeah, its leaking all over everything, but it still runs"

    Asking the Linux Guru's how to do something in Linux is the wrong way to do it. Say you want to find all the files in a directory that contain some string.

    Wrong Way to Ask : "How do I search for files that contain a certain string, using Linux?"
    This will only get you a RTFM

    Right Way to Ask : "Linux sucks because in Windows, you can easily find files that contain a certain string just by going to 'Search for files and folders'! Linux can't do that"
    This will get you at least 10 ways to do it ;)

    That holds for ICQ. But MSN doesn't log by default, but Trillian does. Therefore, somebody on MSN talking to you on Trillian has NOT given implicit concent to being logged, since as far as he knows, MSN software does not log.

    Consider a hypothetical political activist that wants to tape broadcasts of the president saying contradictory things on two different occasions, and use these recordings in a documentary.

    Sounds un-American. If this political activist would just check the Whitehouse transcripts on their website, he would realize that the president did not, in fact, say those contradictory things. Since recoding these broadcasts is now illegal, by showing them in the first place, we have established that he is a criminal. And, since he is a criminal, he would clearly not be above faking the entire thing.

    And that is how they WANT it. They already alter their transcripts and say that the reporters misquoted him, and that the video footage is faked. For example, the footage of the kid sitting behind bush and falling asleep during his speech...the Whitehouse said it was faked, and CNN reported it as a hoax. When it was established that it WAS real, the Whitehouse denied denying it, and the Media said you had misheard them, thw Whitehouse never said it. It must have been a mixup, because they are pretty sure nodbody told them it was a hoax, some poor employee just made it up as a joke...

    In closing, the chocolate ration increased today!

    Actually, you can do that with the Diebold machines. And you can insert fradulent votes for him, too. And it isn't traceable. All you have to do is either get phyiscal access to the box, by being an election official, or crack an NT box over WiFi. No need to see the source of the voting software, because the vote TALLY software is just VBScript written is MS Access. Sure, it has a fancy front end with forms, but you can just hold shift while it is loading and get straight at the underlying tables, and edit away. The macros log everything you do, but the log is just another table, and you can delete from it, which is doesn't log, because if it logged changes to the log, it would go into an infinite loop ;)

    Yeah, no memory effect. That's because they continuously degrade regardless of what charge/discharge scheme you use. My laptop batteries are L+, and only last a few years before you need to dispose of them. Right now, one of them reads 0.0%, and after 24 hours of charging, it will still read 0.0%

    Remember the first Mars rover a few years back? It only ran for a few months because its Lithium Ion batteries died. This was anticipated, and they were amazed it took so long before it died.

    Also, remember the fiasco over the iPod batteries? They are Lithium Ion batteries, and they only last 18 months (And also cannot be replaced since they are internal)

    So, while Lithium batteries may not have a memory effect, they don't last very long, either.

    I agree it won't come back, but not for that reason. The reason it won't come back is because it will be OVER. The next season of Farscape was going to be the LAST. It got cancled, and the miniseries is taking its place to wrap everything up. The writers have finished the series they wanted to make. Everything must end.

    Ahaha, speaking of not being able to do something until the clock reads a specific time: A friend of mine worked at Subway, and was closing on Newyears. Now, the store closed at 7:00PM on newyears, instead of the usual 1:00AM for weekends. They did their usual closing routine...but the safe refused to open because it only opens at 1:00AM on weekends!

    DivX. The quality isn't perfect, but it looks pretty good to me. It can get a movie to around 700 MB with no glaring glitches, and good quality sound. That's 86 movies. If you shrunk it to 600 MB, that would be 100 movies. And since the screen is kinda small, they could probably use a lower resolution. Maybe 320x240?

    It doesn't matter that we'll all benifit, that doesn't excuse fraud. Humans have raised the amount of CO2 and hydrocarbons by a miniscule amount, 0.6%. A single volcano erruption unleashes more char, ash, sulphur, CO2, CO, and hydrocarbons, than all of human history. Also, the sun has been getting hotter for the past decade...perhaps that has something to do with the rising surface temperatures. Further more, we already know that Earth's climate has dramatic cycles. We are still coming out of the last ice age, so a consistent rise in temperature is to be expected.

    Don't get me wrong, I agree with reducing pollution. I don't want to breath smog. Coal power contributes to acid rain and mercury poisoning. But those very problems should be the issue.

    No, they are still in the wrong because they are listing the auction under electronic systems, and they are giving it the title "Brand new PS2 never opened!" and when you read it it lists the features of a PS2 and has pictures of one, but if you read the fine print you see they are ACTUALLY selling a link to a website.

    They are using ColdFusion. ColdFusion has a nifty little tag that dynamically generates a chart/graph based on input. I think the default if you leave off the format="flash/png/whatever" property, it defaults to Flash, but I could be mistaken (I think that property might be required, so no default)

    The flash output option is neat because you can have it so a mouse over displays additional information about whatever bar/pie segment/whatever you are over. It can also make each bar a hyperlink, or perform some other action. But it can do that with PNG formatted graphs as well, using normal HTML image maps.

    On the other hand, their website doesn't do those fancy things with their graphs. It just displays them. It might be the case that since graphs are so simple an image, a vector representation such as Flash is smaller than a PNG would be, so they chose it to save bandwidth.
