When flying overland, common cell phones works pretty good actually. Your battery just don't last long, since it uses high power, but you can make one or two calls while in the air.
How do you know that a breach occurred? OK, in a few cases there are system logs, but there are bazillions of compromized Windoze machines out there, leaking information all the time. Does every crapware infestation found by Spybot S&D count as a data breach? It probably should.
Exactly, in Europe, each country spies on the other, then they share the data through Interpol. That way, each country can 'guarantee' the privacy of its citizens.
In the USA, the NSA, Tobacco police, Coast Guard, Army, Airforce, Navy, CIA, FBI, State Troopers and Local police all do their own thing, then share the information through the supermarket tabloids...

I can't see how sending one photon at a time will make a system secure. Photons are not necessarily particles, they have wave properties too. So if particle domain analysis doesn't work, just use the wave domain. Have these guys never heard of the double slot experiment?
Well, I guess you could use oil cooling. Oil doesn't conduct electricity, though most oils burn very nicely. Actually, distilled water doesn't conduct either, but it absorbs salts from its surroundings and becomes conductive after a while.
