So how much energy would say 20 payloads of 2,000lbs each deliver to the earth if nudged barely enough to get there from the moon's orbit? The only way they could possibly pay me back is to go back to the moon and deliver several thousand payloads of rock to DC. That should cover any debt they owe me nicely.

I now run Debian and it has taken some effort to unravel some of their idiocy concerning media players, orphaned software and other annoyances it does work.
It's not just that. What they are saying is they are incompetent to actually run a manufacturing plant because their various internal factions won't leave it alone.
These large corps who divest themselves of actually making something will get a painful lesson in the near future.
The person asking does not appear to be a large business. A large business would have had an attorney contact you who has done business with US customers, have a better grasp of English and have an agent in the US who can sign papers and accept funds.
If it's a lot of money it's best if find a savvy business attorney who knows how to handle everything for you. Yes it's expensive but it is worth it in the long run. You can make the buyer pay your attorney's fees.
I don't know what the going rate is for a domain nor do I know the amount of money involved.
